All Taiwanese men must fulfill obligatory military service. The filmmaker followed his former young graduating student who was about to become a soldier. (080) in the title refers to the free-dial code in Taiwan - for the soldiers, a cheap way to chat with telephone operators, and also the hotline for complainants and informers. Gradually, he couldn’t bear the boredom and oppression of military life and was going crazy. His mind and dreams seem to be crushed by the corruption, the verbal violence, and the hypocrisy that festers in the military hierarchy.

YANG Li-chou was born in, 1969, Yang graduated from the Graduate Institute of Sound and Image Studies in Documentary, Tainan National University of the Arts. Since leaving his teaching position in 1996, he has been an active documentary filmmaker and won countless awards.
